Seaport-NxG is an IDIQ MAC contract in which task orders are issued by the Naval Sea Systems Command, Space and Naval Warfare Systems Command, Naval Supply Systems Command, Military Sealift Command, Naval Facilities Command, Office of Naval Research, or the United States Marine Corps.  Under this contract, Island Creek has the opportunity to provide services that potentially span the entire spectrum of mission areas and technical capabilities supported by the Department of the Navy (DON) ordering activities. Services within the 2 Categories with 23 functional area subcategories identified below may be performed under this contract for new and existing product areas, programs, or missions, which are assigned to these activities during the life of the contract.

Island Creek is a subcontractor partner to the SPAWAR Incubator 8(a) contract vehicle.  This Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract is for the Space and Naval Warfare Systems Center Atlantic (SPAWAR) to support C5ISR (Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance and Reconnaissance) Services, including: full system lifecycle support, research and development, test and evaluation, production, and fielding of sustainable, secure, survivable, and interoperable C5ISR, Information Operations, Enterprise Information Services (EIS) and Space Capabilities.

The SPAWAR 8(a) Incubator is specifically set aside for small businesses participating in the Small Business Administration 8(a) Business Development Program.

Under this contract, Island Creek provides support to the Electro Optical (EO) and Special Mission Sensors Division of the Naval Air Warfare Center, Aircraft Division (NAWCAD).  This support includes research, scientific analysis, design, equipment fabrication/modification, data and signal processing, modeling, testing and algorithm development for EO and Special Missions systems and sensors.

Option Period:  7/23/20 – 12/19/24 (Task orders must be solicited and awarded prior to the OASIS SB term expiring and may extend up to 5 years after the OASIS SB term expires.

OASIS SB Overview

OASIS Small Business (SB) is a family of Governmentwide multiple award, Indefinite Delivery Indefinite Quantity (IDIQ) contracts that provide flexible and innovative solutions for complex professional services.

The OASIS contracts:

• Provide a single solution for complex requirements
• Support multiple technical disciplines and mission spaces
• Support commercial and non-commercial acquisition
• Support all contract types, including hybrids and cost-reimbursement, at the task order level
• Allow ancillary support components, commonly referred to as Other Direct Costs (ODC), at the task order level
• Have no program ceiling, a five-year base and one five-year option a benefit to long-term planning for complex program requirements
